and it sounds like this is only for adding translation work.
How can we connect with the work that others have done and update our site?

Even if we were to import each po file individually for contributed modules, I can't understand the format on drupaler.ru
Exporting CCK in Russian produced an archive with general.po and root.po files.
It is my understanding that module po files should be named /cck/translations/cck.po

All I can do is just download drupal.org/project/ru 1.3
It is too bad all this great translation work is not available due to documentation.
